Les négociations à Bangkok deviennent de plus en plus étranges. Après quelques hésitations concernant la conférence que j’allais suivre ce matin (et j’avais le choix parmi six autres), j’ai choisi de me rendre au groupe de contact sur l’adaptation. La réunion a mis du temps à se mettre en branle à cause de l’absence d’un groupe, sauf erreur de ma part, le G77 et la Chine.
Comme je l’ai déjà expliqué, les négociations se font le plus souvent par groupe : le G77 et la Chine, l’Union Européenne, le groupe Umbrella (USA, Canada, Australie, Nouvelle-Zélande,…) ou encore l’Afrique. En ce moment, l’Union Européenne est représentée par la Suède, donc en théorie c’est à la Suède de parler “au nom de” (on the behalf of) l’Union.
Mais clairement, il ne s’agit que d’une théorie, comme en atteste la photo suivante :

Pour rappel, et important rappel : Paul Watkinson est le numéro 2 de la délégation française !!

The talks in Bangkok are becoming more and more strange. After some hesitation about the conference that I would follow this morning (and I had a choice of six), I chose to go to the contact group on adaptation. The meeting has been slow to get moving because of the absence of a group unless I am mistaken, the G77 and China.
As I already explained, negotiations are most often in groups: the G77 and China, the European Union, the Umbrella Group (USA, Canada, Australia, New Zealand ,…) or the Africa. Currently, the European Union is represented by Sweden, so in theory it is to Sweden to speak “on behalf of” (on the Behalf of) the Union.
But clearly, it is only a theory, as evidenced by the following photo:

To recall, and important reminder: Paul Watkinson is number 2 of the French delegation!
