Almost none of these 'negotiators' is given the power to actually negotiate by their capitals - certainly not on issues such as finance or anything that affects their economies. So because positions can't change there is no progress. Only the very senior ministers from the key countries have the power to give-and-take on the real decisions needed. That means only the high-level political groupings, e.g. G20, are even capable of moving forward. And that's why the failure to do so in high-powered fora this year is the real problem. Copenhagen will be more like a proper political summit (I hope) rather than the usual UN meetings - so progress might be possible. The UN ‘negotiations’ are not really negotiations. I often find myself feeling overwhelming frustration when I think about international negotiations on climate change. I wonder how is it possible, with all the science saying that massive progress is needed right now and with a growing movement of people demanding change, that things continue to move so slowly. It's incomprehensible. I guess it's when it happens repeatedly, over a sustained period of time, that direct action begins to look more and more appealing.
