A présent que l’on entre dans la deuxième semaine de négociations à Bangkok, les négociateurs, tels des écoliers ont repris les bancs de l’école pour recommencer à travailler là où ils s’étaient arrêté vendredi soir. La première semaine, sans avoir été exceptionnelle a permis des avancées qui marqueront l’histoire de la convention a offert une certain nombre d’avancées significatives. Grâce à cette dernière semaine passée ici, nous savons à présent de quelle manière les parties vont procéder pour réduire le texte qui doit être réduit (rapidement).

Après que le chair ait expliqué la proposition à l’écran, qui consiste à regrouper des paragraphes, les parties émettent leurs commentaires pour améliorer le texte ou simplement disent leur opposition. Même, certains pays demandent à faire des contre-propositions afin de modifier totalement la proposition. C’est ce qu’a notamment demandé Jonathan Pershing pour les USA. Dans la mesure où le groupe de contact arrivait à sa fin, le chairman, Michael Cutajar a demandé la création la création d’un “informal group” (1) afin de trouver une solution à cette question. On est définitivement entré dans un vrai cycle de négociations.

(1) un informal group est une structure allégée de négociations : on prend quelques protagonistes au centre de la question, ceux ayant les propositions, contre-propositions, ou des commentaires et on leur demande de ne sortir de la salle dans laquelle on les enferme qu’à partir du moment où ils ont trouvé un texte ou une position en commun.
