<p>La de esta mañana ha sido <strong>mi segunda plenaria inaugural de una conferencia de Naciones Unidas</strong>. A decir verdad, me ha parecido más de lo mismo. Es algo que ya me advirtieron el resto de trackers: los discursos siempre son iguales “tenemos que actuar ahora”, “no podemos fallar”, “el tiempo se acaba”.</p>
<p>La diferencia entre las sesiones de Barcelona y Copenhague es que <strong>ahora sí va en serio</strong>, esta es la última parada para conseguir un acuerdo sobre cambio climático. Las consecuencias de posponerlo unos meses más, o incluso un año, serían catastróficas.</p>
<p>Es algo que me decepciona, igual que lo hizo en Barcelona. Parece que, para muchos de nuestros representantes, este tipo de eventos sólo sirve para conseguir cierta reputación.</p>
<p>Un ejemplo: La alcaldesa de Copenhague, Ritt Bjerregaard, se empeñaba a destacar hoy <strong>lo limpios que son sus conciudadanos</strong>. “Uno se puede bañar en las orillas del puerto de Copenhague” (y tiene razón, estas aguas no son como las de Barcelona).</p>
<p>Y en la intersesional de Barcelona, el alcalde Jordi Hereu no tardó en destacar que la ciudad tiene un sistema de bicicletas públicas muy efectivo. No lo es siempre, os lo puedo asegurar, pero está bien que el alcalde tenga sus 15 minutos de fama internacional.</p>
<p>Otro ejemplo más, pero mucho más importante: Hace menos de un mes, el primer ministro danés, Lars Loekke Rasmussen, que preside la cumbre afirmaba que <strong>Copenhague sólo serviría para crear un acuerdo políticamente vinculante</strong> que tendría que traducirse más tarde en un acuerdo legalmente vinculante.</p>
<p>Pero como son las cosas, ahora que <strong>Obama</strong> ha confirmado su presencia en la cumbre, Ramussen parece más optimista y esta mañana afirmaba: &#8220;Necesitamos un acuerdo fuerte y ambicioso en Copenhague&#8221;.</p>
<p>Me gustaría pensar que para ellos, <strong>esto no es un evento publicitario</strong>. Puedo entender que, siendo danés, me gustaría oír hablar de un famoso “<strong>Protocolo de Copenhague</strong>” y tener unas fotos con Obama de recuerdo. Pero este no es el objetivo por el que estamos aquí.</p>
<p>No tengo nada en contra de los políticos. Y menos aún en contra de los daneses. Sólo es que suelo sospechar de todo aquello que, pareciendo bonito, se queda en la superficie. Como la mayoría de los discursos.</p>

			<content:encoded><![CDATA[<p>Hoy faltan exactamente <strong>18 días</strong> para que empiece la cumbre de Copenhague. Tengo tiempo de sobras, pero no puedo evitar preparar mentalmente mi maleta: “Ropa de abrigo” -me digo- “cámara de fotos, ordenador, un poco de música&#8230;”</p>
<p><strong>“¡Ah, y libros!”</strong></p>
<p>Sí, lo sé, soy un iluso. Con la enorme locura que va a ser la cumbre de Copenhague, voy a tener tiempo para todo menos leer. Pero dejad que me haga ilusiones. No hago daño a nadie.</p>
<p>Si no lo he terminado antes de diciembre, creo que llevaré en la maleta <em><strong>Cánticos de la lejana Tierra</strong></em>, una novela de ciencia-ficción de <strong>Arthur C. Clarke</strong>. Este es el argumento:</p>
<p>En el año 3600, el Sol explota en supernova y destruye la Tierra. En un intento de salvar su especie, los terrícolas envían expediciones de salvamento por el espacio. Unos 1.500 años después, una nave con un millón de supervivientes criogenizados llega a Thalassa, el lugar donde se estableció la primera colonia de humanos que sobrevivieron a la extinción.</p>
<p>Y a estas alturas del post os preguntaréis “¿Y qué tiene que ver esto con el cambio climáticos, las negociaciones, la cumbre de Copenhague? ¿Ferran se está volviendo loco?”. Dejad que os lo explique.</p>

<p>Escuché muchos discursos y declaraciones en la pasada ronda de negociaciones de Barcelona, pero ninguno me conmovió más que los de los llamados “<strong>pequeños Estados insulares</strong>”. La situación de sus países es crítica. Muchos <strong>viven bajo la amenaza del aumento del nivel del mar</strong> producido por el calentamiento global. Para algunos, como las Islas Maldivas, un aumento el nivel del océano Índico sencillamente podría causar su desaparición del mapa. Y eso a pesar de ser Estados poco contaminantes.</p>
<p>La Alianza de Pequeños Estados Insulares, integrada por 43 países, ya había lanzado la voz de alarma en las negociaciones de Bangkok. &#8220;<strong>Estamos en la línea de frente del daño causado por el cambio climático</strong>&#8220;, dijo Dessima Williams, representante permanente ante la ONU del estado insular de Granada. &#8220;Nuestros temores tienen que recibir más atención&#8221;.</p>
<p>Y no se trata sólo de los pequeños Estados insulares, sino también de los miles de personas que ya sufren la degradación de su hábitat. Se estima que hoy en día más de la mitad de los movimientos migratorios están causados por el calentamiento del planeta y por desastres naturales. Son los llamados <strong>“refugiados climáticos”</strong>, un término que, desgraciadamente, empieza a ser familiar.</p>
<p>En 2050, el número de <strong>personas obligadas a abandonar sus tierras</strong> a causa de la degradación del clima podría alcanzar entre 200 y 250 millones, según algunas estimaciones. Y lamentablemente, ni tan siquiera Naciones Unidas ha podido reconocer su estatus de refugiados, ya que tanto los países de origen como los de acogida son reticentes a tratar esta cuestión legalmente.</p>
<p>Para crear esta nueva <strong>figura jurídica del &#8220;refugiado climático&#8221;</strong>, sería necesario enmendar el estatuto internacional de 1951, que reconoce como refugiado a una persona víctima de persecución y violencia, y que los 192 miembros de Naciones Unidas elaborasen un nuevo tratado.</p>
<p>El caso es que hablamos de personas que huyen de <strong>la degradación de su hábitat</strong> y que en muchos casos pasan a engrosar la lista de lo que se considera “inmigrantes ilegales”.</p>
<p>En el ambiente de un centro de convenciones danés debe ser fácil perder el norte en entre la maraña técnica (y pese a todo necesaria) de las negociaciones. Pero debemos esforzarnos para que tengan cabida las voces de estos cientos de miles de personas que ven amenazadas su forma de vida de un modo inminente.</p>
<p>Del mismo modo que en <em><strong>Cánticos de la lejana Tierra</strong></em>, son víctimas de un mundo en destrucción. Ellos deberían ser nuestros referente a la hora de afrontar la cumbre de Copenhague. Estados y sociedades tan dignos y relevantes como cualquiera, pero que sufrirán primero las consecuencias de nuestra acción sobre el clima.</p>

			<content:encoded><![CDATA[<p>Coming up to what many call the most important environmental summit in the history of the world, last week’s Barcelona intercessional was a disappointingly anti-climactic indication of what is to come (and it would be heartwrenching if the next meeting follows this listless precedent).</p>

<p>Barcelona inaugurated the widespread downplaying of expectations. As we come closer to Copenhagen, negotiators realise just how slowly the talks are going – little of the messy details have been settled while the deadline is fast approaching. The cost of running in circles is beginning to show, but political leaders have yet to step up and break the deadlock. Instead, like dysfunctional students working on a group project, they’ve asked for an extension: “Professor, can’t we just submit a draft? Maybe an outline? Does the project <em>really</em> need to be finished in December?”…</p>
<p>But isn’t this why deadlines were created in the first place? Without deadlines we would dither indefinitely, go for long lunches, take extra holidays, have pointless meetings. I for one never get anything done without a heavy expectant deadline breathing down my neck. I put it off to the last minute, everything seems lost, and then miraculously (!) I pull through at the last minute.</p>
<p>Secretly, I’m still hoping for the miraculous ending of these talks. Maybe the drama will get us excited. If this were a Hollywood movie, the set-up is perfect. Here we have a poor underdog climate treaty that will ultimately triumph over all odds.  In the penultimate scene (Barcelona), everyone announces that it can’t be done, that we should lower our expectations. The G-77 and the African block-out walk out, revealing the deep underlying tensions between rich and poor countries. The problems seem profound and inalterable, and as spectators we must resign ourselves to a sad ending. But then! The final scene! Everything pulls together, heroes everywhere answer their calling…  and the climate treaty is victorious!!!</p>
<p>But don’t believe me, that would ruin the suspense.</p>
<p>In the meantime, let’s pretend it’s all going to the dumps for real, and do everything we can to prevent that. Which means we need to understand what is actually going on.</p>
<p>Why do the talks keep going in circles?</p>
<p>Well, Canada is a prime example. We are a rich industrialised country with a reputation of international cooperation. Canadians overwhelmingly think climate change is a political priority. Unlike our neighbours to the south, for the most part political leaders have stopped questioning the reality of climate change and understand that something needs to be done.</p>
<p>We had a team of over 20 negotiators at the talks. My last blog included Canada’s final statement to the plenary and a Q &amp; A with our chief negotiator Michael Martin. From these sources, it would not seem that Canada is not being visibly obstructionist.</p>
<p>But, read between the lines, and you might think the political will behind the negotiators is NOT empowering them to be actively constructive (gasp!). One would almost think they have directions to work towards a weak treaty (double gasp!).</p>
<p>In Barcelona, Canada’s vague use of terms and a few questionable comments raised the ire of the international community and singled us out. Day after day, Canada was presented with the dubious honour of the Fossil of the Day (a mock award acknowledging those who do the most to block the negotiations). In response, Environment Minister <a href="http://www.ec.gc.ca/default.asp?lang=En&#038;n=B6832638-1">Jim Prentice</a> said he was no ‘boy scout’, and to “<a href="http://network.nationalpost.com/np/blogs/fullcomment/archive/2009/11/05/don-martin-prentice-invites-climate-critics-to-bring-it-on.aspx">bring it on</a>”! (Isn’t it hilarious when figures of authority borrow words from their kids?).</p>
<p>Specifically, Prentice said he was willing to accept being isolated by the international community – it was the inevitable cost of being a ‘tough and fair’ negotiator at the talks. (Ahem, can we collectively define ‘tough and fair’ – I’m not sure my definition is the same as yours Mr. Prentice).</p>
<p>Hence the stalemate. Ultimately, Canada is not willing to make any concessions in the name of stopping dangerous climate change.</p>
<p>Why do would I suspect such a thing? Because of the Alberta oil sands. As a megaproject responsible for a significant portion of the nation’s growth in emissions, they have been targeted repeatedly as one of the <a href="http://www.environmentaldefence.ca/reports/tarsands.htm">worst environmental projects</a> in the history of the world. They are the reason Canada refuses to act on climate change. Apparently, this government will not do anything to halt this economic powerhouse.</p>
<p>But despite Canada’s refusal to compromise, they don’t want to be perceived badly. So they keep a low profile.</p>
<p>I wonder how many countries are doing the same thing? How many negotiators are working on a treaty that their bosses don’t actually want? And we wonder why things are going in circles – that’s exactly how they want it to be.</p>
<p>Well, like dysfunctional students on a group project, we need the supervisor to step in and enforce the deadline. I volunteer my mother, she’s good at telling people when to stop wasting time.</p>
<p>It just has to get done, somehow. We need tough governments who realise the problem, live up to their responsibilities, and do their fair share.</p>

<p style="text-align: left;">Au moment où je commençais à écrire cet article, la dernière plénière des discussions sur le climat de Barcelone venait juste de commencer. Cependant et bien avant que celle-ci ne soit terminée, on en connaissait déjà l’issue : pas grand-chose à se mettre sous la dent. Il y a même tellement peu de choses à se mettre sous la dent, qu’elles en viennent à grincer. Ce n’est pas seulement le processus qui a pris un très sérieux coup de ralentisseurs ici à Barcelone, mais bien l’ensemble des négociations.</p>
<p><strong><br />
</strong></p>
<p><strong>Les événements marquants :</strong></p>
<p>Ces cinq jours de négociations furent particulièrement riches en événements et rebondissements, la pression sur les négociateurs et l’urgence commencent à se ressentir dans les discussions. Mais deux événements furent particulièrement notables cette semaine, la sortie des négociations des pays d’Afrique et le débat qui s’est ouvert sur la valeur qu’aura l’accord de Copenhague.<br />
Non chronologiquement, mais en terme d’importance, le plus important fait de cette semaine fut la sortie de salle des délégués africains qui ont ainsi arrêté les négociations pendant une journée. Leur motivation est simple : obtenir des pays développés qu’ils affichent clairement leurs objectifs de réduction de gaz à effet de serre et surtout les « obliger » à avoir un objectif compris entre 25 et 40% de réduction pour 2020. Cette sortie des négociations a donné lieu à de nombreuses interprétations, dont j’ai tenté d’exposer les causes et les conséquences dans l’<a href="http://adoptanegotiator.org/2009/11/04/la-crise-est-finie-les-negociations-peuvent-commencer-i-the-crisis-is-over-negotiations-can-now-start/">article suivant</a>.</p>
<p>Le second fait majeur est intervenu le premier jour de négociations quand la Ministre danoise Connie Hedegaard a parlé pour la première d’un « accord politiquement contraignant », ce qui en droit international ne veut strictement rien dire. Si ce n’est que l’application du futur accord de Copenhague dépendra seulement de la bonne volonté des dirigeants politiques. Là encore, le sujet a été encore débroussaillé pour tenter d’expliquer simplement la différence entre « politiquement » et « juridiquement » contraignant. <p>Deux événements majeurs qui ne sont pas si différents et qui révèlent des vraies difficultés et de réels clivages dans le processus de négociations.</p>
<p><strong>Le bateau chavire-t-il ?</strong></p>
<p>Si les Nations Unies étaient un bateau, le capitaine chargé du climat en serait Yvo de Boer. A lui appartiendrait la vie et la mort de l’équipage et surtout la direction, la vitesse et le sens du bateau. Alors qu’il serait vivement temps de mettre toutes les voiles dehors et de tracer notre sillage dans l’océan, la capitaine du bateau se permet des déclarations toujours plus inquiétantes. Entre le fait que l’on n’aura pas d’accord à la fin de l’année, ou comme il l’a dit cette semaine qu’il allait falloir repousser d’un an le processus d’adoption d’un nouvel accord sur le climat (Yvo de Boer : <em>« I don&#8217;t think we can get a legally binding agreement by Copenhagen. I think that we can get that within a year after Copenhagen »</em>), il apparaît clair que la direction donnée n’est pas la bonne. Tout cela peut également relever d’une stratégie assez triste mise en place par le secrétariat et les Etats pour réduire les attentes de la société civile. Pourquoi ? D’une part pour qu’au cas de signature d’un accord même très faible cela puisse passer pour un grand accord international et secondement pour préparer un vrai échec de la conférence. Une vraie stratégie de perdant, on pouvait parler de gagnant – gagnant maintenant on peut parler de stratégie perdant – super perdant.</p>
<p>Et il y a toujours le Sénat américain qui déjà en retard a décidé de reporter de cinq semaines les travaux sur le « Kerry-Boxter » Bill (projet de loi sur le climat aux USA &#8211; à ne pas confondre avec le &#8220;Waxman Markey&#8221; de la chambre des représentants !!). En reportant aussi clairement les travaux sur le climat, le Sénat envoie un message clair : il n’y aura pas de position américaine claire et définie à Copenhague. En l’absence de position définie par le Sénat, il apparaît juste deux options. Soit Barack Obama décide d’engager les Etats-Unis et ensuite de faire ratifier les objectifs de réduction par le Sénat et la Chambre des représentants (ce qu’a raté Bill Clinton avec Kyoto). L’autre possibilité c’est alors qu’il n’y ait pas du tout de position américaine et que comme à l’époque de George W. Bush, les Américains bloquent l’avancée des négociations.</p>
<p><strong>Durcissement du processus :</strong></p>
<p>Les parties conscientes de cet état de fait tendent à avoir des positions toujours plus dures dans le processus de négociations. Lors de la dernière plénière, un délégué du Burkina m’a dit : « quand on n’a plus d’espoir, il n’y a plus ni bonnes, ni mauvaises solutions ». De plus, la sortie de salle du groupe Afrique révèle aussi de ce pourrissement de la situation dans les négociations. Cela fait deux ans que tous négocient sur la feuille de route de Bali (de 2007) et un vrai sentiment de lassitude s’installe parmi eux quand ils comprennent que rien n’avance et ne se passe dans ce processus de négociations.</p>
<p>Mais du côté de la société civile aussi, des inquiétudes se font de plus en plus sentir et s’expriment, parfois de manière peu opportunes, comme à l’image de cette action qui est venue déranger la plénière de clôture. Il faudra s’attendre à ce que ces actions soient toujours plus importantes à Copenhague dans la mesure où de nombreux groupes ont décidé de venir se faire entendre de manière plus ou moins autorisée et plus ou moins violentes.</p>
<p><strong>Mais, tout n’est pas fini :</strong></p>
<p>Alors que le processus actuel semble être réellement compromis, on est exactement dans la même situation qu’avant la Conférence de Kyoto en 1997 où tout le monde pensait que cela serait également un échec. Les Etats du Monde entier ne semblent pas encore prêts à révéler leurs cartes sur la table et à jouer à jeu ouvert. Les positions réelles et les compromis apparaissent tout le temps dans la dernière nuit et jamais avant. Il faut juste espérer que les travaux seront suffisamment avancés pour l’accord de la dernière nuit puisse avoir de la consistance.</p>
<p>Le bilan de cette semaine de négociations à Barcelone n’est pas glorieux, et est même inquiétant. Cependant, la pression de la société civile ne doit pas baisser, au contraire, elel doit aller crescendo jusqu’à Copenhague pour montrer aux dirigeants de ce monde que les citoyens ont de réelles attentes quant à cette conférence. Le climat des cinquante prochaines années se décidera lors d’une longue et froide nuit à Copenhague, espérons que nos chefs d’Etat et de gouvernement seront présents à ce rendez-vous avec l’Histoire.</p>

<strong>It’s been a long week.</strong></p>

<p><strong>The Hopelessness </strong><br />
There is increasing talk of no legally binding deal at Copenhagen.<br />
A growing number of world leaders are now referring to a politically binding deal at Copenhagen instead. No one is quite sure what that really means….<br />
The best I can discern is that it doesn’t really mean much, apart from the fact that leaders can go home and say “we secured a politically binding deal at Copenhagen”…beyond that?</p>
<p><strong>Australia, oh Australia. </strong><br />
When I started writing this blog I was going to provide some encouragement on Australia’s position on this topic. Throughout the week, when I brought up the idea of a politically binding deal as opposed to a legally binding deal with the negotiating team, they reiterated that Australia is committed to seeking a legally binding treaty at Copenhagen and still believe it is possible. Unfortunately, this optimism was not reflected by the Government today.</p>
<p>It has been reported that Senator Wong and Mr Rudd no longer expect a legally binding treaty at Copenhagen. Instead, Senator Wong referred to an &#8221;effective international political agreement in Copenhagen&#8221;.<br />
Don’t be fooled by this language.<br />
It is a direct attempt to downplay expectations for Copenhagen and is a shift from where the Government has been at for the past few months. In response changes like this at the negoatiations and the general lack of movement at Barcelona the Bangladesh delegation in the closing plenary stated:<br />
“all our hopes have been dashed”</p>
<p><strong>Hope?</strong><br />
To the defence of the delegation, Louise Hand, the Ambassador on Climate Change gave a very positive address at the closing plenary on behalf of the Umbrella Group. She stated: “we came here to make progress and are pleased we have done so….we will do all we can to achieve a good outcome a Copenhagen”. She did however also state “we face an enormous challenged” and argued that much more progress is needed.<br />
It is difficult to discern the nuance that lies within these lines. Unfortunately, most of the negotiating sessions at the negotiations are closed so it is hard to get a full picture of Australia’s positive and/or negative contributions.</p>
<p><strong>Reason in the madness: The Alliance Of Small Island States (AOSIS)</strong><br />
Before I came to these talks I did not have a real sense of the different groups and their positions. The AOSIS group has provided me with encouragement and hope throughout this week. In the final plenary this evening they responded to the progress of the talks. They stated:</p>
<p>“AOSIS registers deep concern that we should lower our expectations from a legal outcome… given the state of the science, no effort should be spared to avert the impending global disaster”</p>
<p>“AOSIS will not wait and gamble with the future of our nations… we implore all of you all to join AOSIS with their ambitions proposal [of keeping warming below 1.5 Degrees Celsius].</p>
<p>“<strong>Lets get on the work!&#8230;</strong> See you in Copenhagen where we will seal a legal, fair and ambitious deal on climate change”</p>
<p>I couldn’t have said it better myself. I am humbled and encouraged by the continued optimism and persistence of AOSIS.</p>
<p>Was it worth it I ask myself?<br />
A good questions! Perhaps I will think about that on the plane and talk about it in my next blog : )</p>

			<content:encoded><![CDATA[<p>So it&#8217;s the last day of negotiations here in Barcelona and yet again I have been kept from blogging from a range of other activities, banner painting, meeting out new head of DECC, writing youth interventions&#8230;the list goes on, and on.</p>
<p>So in an attempt to sum the week up without causing me to have to dwell on my own thoughts too much and getting utterly depressed, I came up with a cunning plan&#8230;</p>
<p>One word weather, from friends at the conference. Summing up how they think the week has gone, or how they feel, on the last day of negotiations before Copenhagen.</p>
<p>Here we go&#8230;</p>

<p>A lo largo del día, he oído esta conversación en más de una ocasión. Es viernes y la gente tiene ganas de volver a casa. Ha sido una semana de trabajo intensísimo y estamos contentos por el trabajo bien hecho, pero nadie oculta <strong>cierto aire de decepción</strong>.</p>
<p>Las cosas han cambiado bastante desde ayer. Durante todo el día, el ambiente en el centro de convenciones estaba extrañamente tranquilo y daba la impresión que algo se estaba cociendo en las salas de reuniones.</p>
<p>Pues bien: Por la tarde, varios representantes de la Unión Europea (UE) declararon a la prensa que <strong>no confían llegar a tiempo para firmar un tratado en Copenhague</strong>. Y parece que las reuniones de esta semana en Washington han tenido algo que ver.</p>

<p>El representante estadounidense en Barcelona, John Pershing, confirmó la sospecha de que <strong>Estados Unidos no firmará</strong> ningún compromiso internacional hasta que no apruebe sus leyes internas al respecto. Algo que, de ocurrir, sería pasado diciembre, después de la Conferencia de Copenhague.</p>
<p>En la reunión de esta mañana, <strong>Alicia Montalvo</strong>, directora general de la Oficina Española de Cambio Climático, comentaba: “lo que ha ocurrido es una escenificación de lo que ya sabíamos. La UE ha constatado que las piezas necesarias no están maduras para llegar a Copenhague”. Entendiendo por “piezas” a unas cuantas delegaciones que no están dispuestas a firmar.</p>
<p>Así pues, el acuerdo<strong> legalmente vinculante</strong> empieza a borrarse del mapa y las delegaciones de los países desarrollados sólo nos ofrecen algo de carácter político. Algo que por el centro de convenciones se explica con un chiste. Dice así: “Si los políticos hiciesen autopistas políticamente vinculantes y no legalmente vinculantes, nos ahorraríamos mucho dinero en peajes”. Malo ¿verdad? Lo sé.</p>
<p>Sea como sea, parece que las negociaciones están tan encalladas que <strong>es necesaria una intervención al más alto nivel</strong>. Aquello que salga de Copenhague debe ser justo, ambicioso y vinculante de algún modo. Y si esta condición no es posible, debe marcarse un calendario exigente para que podamos sacar un tratado internacional. Ese <strong>era el trabajo que les habíamos encargado</strong> y no han hecho. Ya es hora de que actúen con responsailidad.</p>
<p>En el plenario de esta tarde, los países menos desarrollados y los pequeños Estados insulares han expresado su malestar con la situación. “El ritmo de negociaciones ha sido <strong>intolerablemente lento</strong> y muchas discusiones han sido circulares”, declaraba la delegada de la isla de Granada. El de las Islas Salomón señalaba directamente a los países más desarrollados: “<strong>Somos víctimas de su falta de tiempo para negociar</strong>”.</p>
<p>Así pues <strong>¿Barcelona ha sido un fracaso?</strong></p>
<p>La delegada Alicia Montalvo considera que sí se ha avanzado “en trabajo técnico, que era el objetivo de esta reunión. Hemos reducido opciones, para identificar qué puntos faltan por rellenar”. Y aseguraba que “el de Barcelona no era un foro político, hemos avanzado en lo técnico y ahora queda dar el paso político”.</p>
<p><strong>Esperemos que Zapatero esté en Copenhague</strong> para recoger el testigo y actuar. No apareció en Barcelona y la delegación española no podían confirmarnos hoy si el presidente estaría en Dinamarca.</p>
<p>Bostezando y con dolor de espalda, no pierdo la esperanza de verle por ahí.</p>

En skarp ton sattes dock redan i början av den har veckan när den afrikanska gruppen/G77 satte ner foten och vägrade förhandla mer innan rika länder lade fram några konkreta forslag på bordet, dvs siffror och utsläppsmålutslaktning, inte vaga politiska loften. Fortfarande håller alla hårt på sina kort, rådda för att spela ut dem för tidigt men det är tydligt att de fattiga länderna, de som ser klimatkonsekvenserna i vitögat varje dag, är mer och mer frustrerade över förhandlingarnas snigelfart. Rika länder svarade med att ge mer plats åt dessa diskussioner i förhandlingarna över de närmsta dagarna och alla går nu och väntar på att se om de har dagarna varit mer produktiva &#8211; eller produktiva nog &#8211; eller om afrikagruppen/G77 kommer att dra i nödbromsen igen. Det som åskådliggjorts är att Afrika är en viktig spelare i förhandlingsspelet som faktiskt tvingat rika länder att lyssna.</span></span></span></p>

Precis innan Barcelonakonferensen började lade EU fram sitt finansieringsförslag, vilket ska hjälpa fattiga länder anpassa sig till klimatkrisen. Ett visst fortroende for EU väcktes trots att EU fortfarande har en lång väg att gå &#8211; den föreslagna summan ar mindre an hälften av vad som behövs och det finns fortfarande ingen tydlig signal att pengarna är &#8216;nya&#8217;, dvs, inte tas från existerande biståndsbudgetar vilket givetvis är livsfarligt då det i praktiken betyder att länder kan tvingas välja mellan att bygga havsbarriärer och bygga skolor. Klimatpengar är inte bistånd utan ska betala för den skada som rika länder åsamkat utvecklingsländerna, enligt principen om historiskt ansvar och kapacitet att betala. Frågor återstår också när det gäller vilken mekanism genom vilken pengarna ska gå.</span></span></span></p>

Från flera håll har vi hört (Danmark, Sverige, USA) att ett &#8216;politiskt bindande avtal&#8217; är det mest troliga scenariot i Köpenhamn i december. Det är total oacceptabelt. Vi vet att Köpenhamnsavtalet måste vara &#8216;legally binding&#8217;, annars är det inte värt pappret det skrivits på. Titta t.ex på det &#8216;politiskt bindande&#8217; loftet att leverera 0.7% i bistånd, eller tänk om hastighetsbegränsningarna i tätort endast var &#8216;politically binding&#8217;. Eller att betala skatt. Men 300 000 människor som dör varje år på grund av klimatkrisen (det ar 822 per dag!) och med forskarnas varningar om att vi är på väg mot en värld med mer an 2 grader temperaturhöjning &#8211; vad verkar logiskt: ett politiskt bindande avtal? Nej tack.</span></span></span></span></span></p>

<p style="margin-top: 0px; margin-right: 0px; margin-bottom: 0cm; margin-left: 0px; padding-top: 10px; padding-right: 0px; padding-bottom: 10px; padding-left: 0px; line-height: 22px; font-size: 16px;" align="LEFT"><span onmouseover="_tipon(this)" onmouseout="_tipoff()"><span style="font-weight: normal;"><span style="font-style: normal;"><span style="font-size: small;"><span style="color: #000000;"><span style="font-family: 'Times New Roman', serif;">The last big question mark is &#8220;legally binding vs. politically binding&#8221;.</span></span></span></span></span></span> <span onmouseover="_tipon(this)" onmouseout="_tipoff()"><span style="font-weight: normal;"><span style="font-style: normal;"><span style="font-size: small;"><span style="color: #000000;"><span style="font-family: 'Times New Roman', serif;">All have been running around like dizzy chickens to try to figure out what is really meant by these two concepts.</span></span></span></span></span></span> <span onmouseover="_tipon(this)" onmouseout="_tipoff()"><span style="font-weight: normal;"><span style="font-style: normal;"><span style="font-size: small;"><span style="color: #000000;"><span style="font-family: 'Times New Roman', serif;">From several quarters, we have heard (Denmark, Sweden, USA) to a &#8220;politically binding agreement &#8216;is the most likely scenario in Copenhagen in December.</span></span></span></span></span></span> <span onmouseover="_tipon(this)" onmouseout="_tipoff()"><span style="font-weight: normal;"><span style="font-style: normal;"><span style="font-size: small;"><span style="color: #000000;"><span style="font-family: 'Times New Roman', serif;">There is total unacceptable.</span></span></span></span></span></span> <span onmouseover="_tipon(this)" onmouseout="_tipoff()"><span style="font-weight: normal;"><span style="font-style: normal;"><span style="font-size: small;"><span style="color: #000000;"><span style="font-family: 'Times New Roman', serif;">We know that the Copenhagen agreement must be &#8216;legally binding&#8217;, otherwise it is not worth the paper it is written on.</span></span></span></span></span></span> <span onmouseover="_tipon(this)" onmouseout="_tipoff()"><span style="font-weight: normal;"><span style="font-style: normal;"><span style="font-size: small;"><span style="color: #000000;"><span style="font-family: 'Times New Roman', serif;">Look for example at the &#8216;politically binding&#8217; promise to deliver 0.7% of the assistance, or what if the speed limits in urban areas was only &#8220;politically binding&#8221;.</span></span></span></span></span></span> <span onmouseover="_tipon(this)" onmouseout="_tipoff()"><span style="font-weight: normal;"><span style="font-style: normal;"><span style="font-size: small;"><span style="color: #000000;"><span style="font-family: 'Times New Roman', serif;">Or to pay taxes.</span></span></span></span></span></span><span onmouseover="_tipon(this)" onmouseout="_tipoff()"><span style="font-weight: normal;"><span style="font-style: normal;"><span style="font-size: small;"><span style="color: #000000;"><span style="font-family: 'Times New Roman', serif;">But 300 000 people die each year because of the climate crisis (it is 822 per day!) And the researchers&#8217; warnings that we are moving towards a world with more than 2 degrees rise in temperature &#8211; what seems logical: a politically binding agreement?</span></span></span></span></span></span> <span onmouseover="_tipon(this)" onmouseout="_tipoff()"><span style="font-weight: normal;"><span style="font-style: normal;"><span style="font-size: small;"><span style="color: #000000;"><span style="font-family: 'Times New Roman', serif;">No thanks.</span></span></span></span></span></span></p>

		<title>Perspective from the Middle East: Poor people can&#8217;t drink oil, can they?</title>

			<content:encoded><![CDATA[<p><em>On the Adopt a Negotiator website, we&#8217;ll be the first to admit that we&#8217;ve got some significant wholes in geographic coverage.  In the lead up to Copenhagen, we&#8217;ll try to fill those gaps by bringing outside perspectives in the lead up to Copenhagen.   Here&#8217;s a perspective from Manal Kahi from Lebanon, who was at the Barcelona Climate Talks working for <a href="http://www.indyact.blogspot.com/">IndyAct</a>.</em></p>
<p>Some of you might think that Lebanon is a country of sand dunes and camels. Many will actually show surprise and astonishment at the idea of it snowing on the mountaintops there.  Others, from Lebanon this time (or from the region around it), would be equally surprised at the idea that this snow, in the near future, might not even be there anymore!</p>
<p>I am one of those who have been aware of this issue for a while, and thus ended up joining IndyACT and participating in the climate meetings where the possibility of still avoiding such impacts is being negotiated. Considering the pace at which these negotiations are going, and the level of engagement of those supposed to be defending my region’s perspectives, I also ended up feeling increasingly awfully worried.</p>
<p>For those who haven’t figured out yet where Lebanon stands on the map, the Middle East, or the Arab World, might be good hints. And for those who didn’t know that this particular region is projected to be highly impacted by climate change, it might be staggering to understand that the mere disappearance of snow cover off Lebanese mountains is not the worst to expect. Water scarcity, desertification, sea water level rise, conflicts… are all issues to be deeply concerned about.</p>
<p>Knowing that, I sure hope you do share my concern for the fact that the region remains not only under-represented in the UNFCCC debate, but also often misrepresented. Indeed, positions coming out of the region remain largely controlled by one particular party. And that’s exactly where oil comes in.</p>
<p>Oil production and consumption is responsible for the majority of CO2 emissions worldwide, and thus any real solution to climate change will depend on reducing the planet’s addiction to oil and its derivatives. And why does this matter for the region? Well, clearly, because some countries within that region see that protecting oil is more important to them than saving the planet, and the poorest and most vulnerable living on this planet, from catastrophic climate change.</p>
<p>Saudi Arabia is known to have been leading this mission, and playing what is known as an “obstructionist role” in the negotiations for far too long now. Delaying and weakening the outcome of the agreement is the only way for them to eliminate what they consider to be a threat to oil trade. But in doing so, the Saudis are also undermining developing countries’ interests, particularly the poorest and most vulnerable among them.</p>

<p>That is exactly why NGOs in 18 developing countries1 took peaceful protests yesterday in front of their Saudi embassies. Their message was clear: “Poor people can’t drink oil. Stop harming poor countries.” Following on that, a group of youth present in the Barcelona climate talks delivered the message to the right recipient. A letter enclosed with pictures from the 18 actions in the 18 different countries was handed to the Saudi head of delegation upon his arrival to the UNFCCC venue this morning (picture below).</p>
<p>Reaching an agreement in Copenhagen this December strongly depends on the good will Saudi Arabia will be putting in the process from now on. And reaching a fair, ambitious and binding international deal is in the greatest interest of all, including Saudi Arabia. For poor people, and as a matter of fact, all people, can’t drink oil…</p>
