			<content:encoded><![CDATA[<p>My colleague Florent Baarsch, working with the good folks at <a href="http://www.350.org">350.org</a>, has done some good old-fashioned reporting and turned up some unsavory facts about the new <a href="http://www.elysee.fr/documents/index.php?lang=fr&amp;mode=view&amp;cat_id=1&amp;press_id=3195">French/Ethiopian proposal</a> that appeared suddenly in the COP15 reality today.</p>
<p>The appeal by France and &#8220;Ethiopia, representing Africa&#8221; is calling for a so-called &#8220;Copenhagen Accord,&#8221; and has some good on the surface: it would be binding on all parties immediately upon signature, it would lead to a &#8220;legal international instrument&#8221; &#8220;as early as possible in 2010,&#8221; and the finance numbers and timeline are actually encouraging.</p>
<p>But the overall lack of ambition completely ignores the scientific reality, and the modest mitigation targets would&#8211;to be blunt&#8211;allow for utter devastation throughout the African continent that Ethiopia claims to be representing.</p>
<p>Here&#8217;s where things get sketchy: the announcement by French President Sarkozy and Prime Minister Zenawi of Ethiopia comes the same week as some calls from U.S. President Obama to the African leader. Coincidence? It seems unlikely.</p>
<p>&#8220;The ugly and overt pressure on developing countries to sign an agreement that will put their very survival in jeopardy has begun,” said Bill McKibben. “It’s very tough to stand up to the Americans, especially Barack Obama. But even the U.S. president can’t protect nations against rising waters, withering droughts, and dried-up glaciers. This is the moment for Africa, for island nations, for the developing world to insist on a future.”</p>
<p>The proposal would allow for 2 degrees Celcius in global temperature rise. “The IPCC science is clear,&#8221; offered said Mithika Mwenda of Pan-African Climate Justice Alliance. &#8220;2 degrees is 3.5 degrees in Africa – this is death to millions of Africans&#8230;If Prime Minister Meles wants to sell out the lives and hopes of Africans for a pittance – he is welcome to – but that is not Africa’s position.&#8221;</p>
<p>“You cannot say you are proposing a ’solution’ to climate change,&#8221; said Augustine Njamnshi of Pan-African Climate Justice Alliance, &#8220;if your solution will see millions of Africans die and if the poor not the polluters keep paying for climate change.”</p>
<p>The big questions is: how involved was the U.S. in launching his weak-willed text? And if Ethiopia took the bate, are we to think that the rest of Africa will eventually stand behind it?</p>

			<content:encoded><![CDATA[<p>OK, it&#8217;s been a bit of a confusing week.  All the new eyes on this process are trying to wrap their heads around the sea of acronyms to understand what&#8217;s actually going on.  For the benefit of all of you who have lives outside of the Copenhagen Climate Talks (it&#8217;s been a long week), we wanted to offer an explanation of the biggest news coming out of COP15 at the moment&#8230; Tuvalu, and the suspension of COP and CMP. </p>
<p>First, we&#8217;re going to start you off with a little piece of music sent to <a href="/the-trackers/ole-seidenberg-germany" target="_blank">Ole</a> on his way here. 			<content:encoded><![CDATA[<p style="text-align: justify; "><strong>O Brasil anuncia sua posição para a CoP-15 e Lula vai para Copenhague, mas isso importa?</strong></p>
<p style="text-align: justify; ">Na última sexta-feira, dia 13 de novembro, faltando 23 dias para a 15ª Conferência das Partes (CoP-15) da Convenção-Quadro da ONU sobre Mudança do Clima, o Brasil, após uma série de reuniões, finalmente, anunciou sua posição oficial para a reunião de Copenhague. O país assumiu o compromisso voluntário de reduzir suas emissões de gases de efeito estufa entre 36,1% e 38,9% até 2020 (veja tabela abaixo preparada pelo Ministério do Meio Ambiente).</p>

<p style="text-align: justify; ">Ao invés da redução de emissões ter como referência um ano-base, como é o caso das metas para países desenvolvidos (Anexo 1), as cifras brasileiras estão relacionadas a um cenário tendencial de crescimento de emissões, caso nenhuma medida seja tomada (cenário <em>business as usual</em>). Dessa maneira, segundo a projeção para 2020, o país emitiria 2,7 bilhões de toneladas de CO2, mas de acordo com a proposta se compromete a reduzir entre 975 e 1.052 milhões de toneladas de CO2. Ainda de acordo com a tabela, a redução do desmatamento da Amazônia em 80% e do Cerrado em 40% respondem pela maior parte dos esforços brasileiros de redução de emissões.</p>
<p style="text-align: justify; ">Essa foi a resposta que o governo deu após a crescente pressão da sociedade pela apresentação da posição brasileira para a CoP-15. Assim, apesar de ser um esforço voluntário, o anúncio foi bem recebido no Brasil e no exterior e o país vai tranquilo para a Conferência, podendo cobrar ações ambiciosas dos países desenvolvidos, porque demonstrou com números que quer fazer parte da solução para as mudanças climáticas, mesmo sendo um país em desenvolvimento que não tem obrigações estabelecidas pela Convenção do Clima. No entanto, não podemos esquecer que o Brasil é um dos maiores emissores atuais de gases de efeito estufa do planeta e é uma das maiores economias mundiais. Por esses motivos, incomoda tanto ouvir o governo defendendo seus compromissos voluntários sob o respaldo do princípio das “responsabilidades comuns, porém diferenciadas” (tal princípio se refere à contribuição histórica dos países às emissões de gases de efeito estufa e a responsabilidade dos países desenvolvidos de liderar a busca por soluções). Espera-se de um país que deseja ocupar espaço cada vez maior no cenário internacional, um engajamento que ultrapasse a barreira do voluntarismo, tendo a coragem de assumir compromissos que vão além de suas responsabilidades, vinculando compromissos internos com uma política externa ousada.</p>
<p style="text-align: justify; ">Não ficou muito claro como os números apresentados pelo governo foram calculados e como essas reduções ocorrerão na prática. A ausência de um inventário de emissões brasileiras atualizado é uma grande falha. O último inventário brasileiro foi lançado em 2004, com dados referentes ao intervalo 1990-1994, ou seja, estamos 15 anos defasados. Como se pode elaborar cenários para 2020 sem esses números? Por que o Ministério de Ciência e Tecnologia demora tanto para publicar a Segunda Comunição Nacional (que contém o inventário)? O atraso faz parte de alguma estratégia para manter os dados sigilosos ou é apenas ineficiência? Realmente não sei o que está acontecendo, mas é mais uma atitude que não corresponde com a posição almejada pelo Brasil.</p>
<p style="text-align: justify; ">Outro ponto é que o governo continua concentrando seus esforços na redução de emissões apenas no combate ao desmatamento, quando está claro que as emissões de outros setores da economia brasileira estão crescendo muito, como é o caso do setor energético, transporte e indústrias. A falta de um planejamento energético que considere as emissões de gases de efeito estufa, proporcionando maior espaço a fontes renováveis e apostando na eficiência energética, além da resistência do setor industrial em implementar ações que ajudem a combater as mudanças climáticas (e seu forte poder de influência sobre o governo) ajudam a explicar porque o governo se “esquece” dos outros setores.</p>
<p style="text-align: justify; ">Acrescenta-se a tudo isso a dificuldade em acreditar que essa proposta será colocada em prática, afinal, não passa de um anúncio político sem força de lei. Quem se lembra do Plano Nacional sobre Mudança do Clima (PNMC) lançado em dezembro de 2008 (há menos de um ano&#8230;) durante a CoP-14, na Polônia? Eu lembro, mas o governo parece ter memória fraca porque não fez uma menção sequer ao PNMC na reunião do dia 13. Mais uma publicação recheada de boas intenções abandonada&#8230;Quem me garante que o mesmo não vai acontecer com esse novo anúncio cheio de boas intenções do governo? Quem me garante que o próximo governo eleito em 2010 vai se comprometer com o que foi anunciado na última sexta-feira?</p>
<p style="text-align: justify; ">Falando em lei, o projeto de lei que estabelece uma Política Nacional sobre Mudança do Clima foi aprovada na Câmara (depois de mais de um ano em tramitação) e agora precisa ser votada no Senado. Precisaremos de mais um ano?</p>
<p style="text-align: justify; ">Não vou nem me dar ao trabalho de comentar o oportunismo político do presidente Lula ao escolher a CoP-15 para projetar e esverdear a candidatura à presidência  de  Dilma Rousseff, entregando à ministra-chefe da Casa Civil a coordenação da delegação brasileira que vai para Copenhague.</p>
<p style="text-align: justify; ">Com a aproximação da reunião, o tema passou a receber atenção especial da imprensa brasileira, exemplo disso é que as mudanças climáticas têm ilustrado a capa dos principais jornais brasileiros. Hoje, o presidente Lula confirmou que vai voar para a Dinamarca no meio de dezembro, aceitando o convite formal que o país anfitrião da CoP-15 enviou semana passada para os chefes de Estado. Após participação na reunião sexta-feira, Lula pegou o avião e foi para a França encontrar seu colega Sarkozy, no sábado, para acertar uma posição comum para a conferência: ambos desejam um acordo com alto nível de ambição, mas não há referência a números, até porque a posição francesa está condicionada à União Europeia.</p>
<p style="text-align: justify; ">Mas de que adianta essa liderança brasileira se, há menos de um mês da Conferência de Copenhague, chefes de Estado de países decisivos para um bom resultado de Copenhague só fazem declarações pessimistas na tentativa de baixar as expectativas em torno da Conferência. Até o próprio primeiro-ministro da Dinamarca passou a defender um “acordo político vinculante”, ao invés de um acordo legalmente vinculante (isto é, com força de lei, ratificável) como resultado da CoP-15. Isso é inaceitável porque não significa nada. Um momento político foi construído ao longo de dois anos (desde Bali, CoP-13) e agora, há menos de um mês da CoP-15, uma declaração política realmente não vai ser capaz de abranger e comprometer os países da maneira necessária. A questão é urgente, o tempo está passando e as mudanças climáticas não vão ficar esperando o Congresso norte-americano aprovar sua lei.</p>
<p style="text-align: justify; ">Infelizmente, constatações científicas e decisões políticas não têm caminhado juntas nos países desenvolvidos. O Brasil não está interessado em um acordo fraco, assim como países do grupo africano (African Group), os países menos desenvolvidos (LDCs) e o grupo dos pequenos países insulares (AOSIS). Estou curiosa para saber o que eles vão fazer na CoP-15, principalmente o Brasil. Vão lutar pelo resultado necessário e urgente como verdadeiros líderes ou vão abaixar a cabeça? Torço pela primeira opção.</p>

Après quelques jours de conférence, Paul Watkinson, leader de la délégation française à Bangkok a accepté de me rencontrer après une journée de réunion. L’entretien qui ne devait durer qu’une dizaine de minutes s’est finalement transformé en une longue conversation de presque une heure au cours de laquelle de nombreux sujets ont pu être abordés. Voici un petit récit de tout ce qu’il s’est dit au cours de cette rencontre.</p>
<p><strong>Où est Brice Lalonde, l&#8217;ambassadeur en charge des négociations sur le climat ?</strong></p>
<p>En point d’introduction, il m’est apparu utile de demander où se trouver Monsieur Brice Lalonde, l’ambassadeur, dans la mesure où je ne l’avais pas encore vu. Monsieur Lalonde est en effet resté à  Paris, ce qui explique ce glissement de responsabilités en direction de Paul Watkinson. Je rencontrais donc le chef de la délégation française.</p>
<p><strong>On parle de plus en plus d’une alliance entre la France et le Brésil, pouvez-vous m’en dire un peu plus à ce sujet ?</strong></p>
<p>Pour le moment, il ne semble rien y avoir à dire par rapport à cette possible alliance entre la France et le Brésil, le travail de convergence étant en cours de réalisation. Et apparemment, comme tout travail diplomatique, cela prend du temps.</p>
<p>Cependant, Paul Watkinson confie que l’idée de cette alliance est de sortir de la stratégie clivante visant à ce que les pays du Sud et les pays du Nord se retrouvent tout le temps en opposition. Ces clivages mènent ou tout du moins peuvent mener à un échec à la fin de l’année. Afin d’éviter cette probabilité, la France entend développer une nouvelle stratégie de négociations en cassant un peu la logique de bloc. Mais attention, la création de cette alliance ne viendra pas réduire ou atténuer l’appartenance de la France et du Brésil à leur groupe respectif, en l’occurrence l’Union Européenne et le G77.</p>
<p><strong>Seriez-vous en train de m’annoncer la bonne nouvelle que la France va rejoindre les objectifs de réduction du Brésil (à l’heure actuelle : 40%) ?</strong></p>
<p>La réponse est simple et claire : l’alliance ne se fera pas sur tous les points. Mince, j’aurai pourtant essayé !</p>
<p><strong>Que peut-on attendre de Bangkok ?</strong></p>
<p>L’objectif de Bangkok est très technique. La marche doit se dérouler en trois points :</p>
<ol>
<li>Il faut réussir à structure le texte afin de le rendre plus logique pour faciliter la négociation.</li>
<li>De plus, il faut également réussir à aller plus loin sur la négociations concernant des points qui ne nécessitent pas d’accord politique ou sur lesquels des accords politiques ont déjà été donnés.</li>
<li>Enfin, il faut préparer la suite des événements et identifier les questions les plus difficiles, celles pour lesquelles il faudra faire ressortir un compromis politique.</li>
</ol>
<p><strong>Quid d’un mandat donné au secrétariat de la Convention pour nettoyer le texte et le présenter à Barcelone ?</strong></p>
<p>Dans ce cas, il s’agirait de donner un mandat au chairman du group de travail sur la Coopération à Long Terme (LCA), Michael Cutajar. Cependant, se posent deux problèmes qui devront être dépassés rapidement :</p>
<ol>
<li> Le premier est une question de confiance ? les parties et principalement celles du Sud se méfient du secrétariat et préférer que processus soit piloté par les parties (parties driven)</li>
<li>Et le second repose sur le fait que toutes les parties n’ont pas le même sens de l’urgence. Là où l’Europe demande à aller vite pour aboutir à un accord en fin d’année, d’autres préfèrent prendre leur temps (mais, là, il a refusé de donner des noms…)</li>
</ol>
<p>L’objectif ultime de Bangkok est donc de réussir à faire sortir les points de divergence entre les parties afin que les quinze prochains jours de négociations dans le cadre des Nations Unies puissent permettre de les résoudre.</p>
<p><strong>Avec l’arrivée du Japon dans les négociations avec ces nouvelles ambitions, l’UE semble un peu dépassée ? Avons-nous encore une capacité de leadership ici ?</strong></p>
<p>Paul Watkison se félicite de l’annonce des japonais tout en demandant à ce que les éléments soient clarifiés. Quant à l’absence de leadership de l’UE encore plus affaibli depuis l’arrivée des japonais, il semble que cela ne soit pas une position partagée.</p>
<p><strong>Nicolas Sarkozy à Copenhague à la fin de l’année ?</strong></p>
<p>Il n’est pas responsable de cela et n’a aucune information à ce sujet. Il s’agit clairement d’un rôle politique qui n’est pas de son ressort. Mais il faut savoir que les chefs d’Etat ne viendront que s’il y a un accord à la clef. Ce qui n’est pas assuré.</p>
<p><strong>Etes-vous confiant pour Copenhague ?</strong></p>
<p>C’est et ce sera très difficile d’arriver à un résultat. Mais on n’a pourtant pas de plan B disponible et d’insister « on n’a de solution de repli » ;  « soit on réussit soit les résultats sont insupportables ».</p>
<p><strong>Dernière question, avec les objectifs de réduction que l’on a à l’heure sur la table, pensez-vous vraiment que l’on va réussir à limiter le réchauffement sous 2°C ?</strong></p>
<p>La question était piège, je le savais, il le savait, peut-être raison pour laquelle il m’a répondu « bon, maintenant, je dois y aller ».</p>

<p>Ca y est, nous avons pu entrer dans le centre de conférence, l&#8217;équipe est au grand complet, la première réunion de préparation a eu lieu hier tout au long de la journée, nous sommes à présent prêts pour affronter ces deux prochaines semaines de conférence. Qui s&#8217;annoncent intenses ! Tant par la chaleur qui règne actuellement sur Bangkok (entre 35 et 40° probablement) que par l&#8217;ampleur de la tâche qui se présente.</p>
<p style="text-align: left;">Après une rapide conversation ce matin avec Paul Watkinson (chef de l&#8217;équipe de négociations), j&#8217;ai pu apprendre deux ou trois éléments clefs concernant les négociations. Malheureusement, j&#8217;étais un peu en mode &#8220;je viens juste récupérer mon accréditation&#8221;, et n&#8217;avais donc ni stylo, ni appareil photo, ni cahier pour noter quoi que ce soit. On a cependant décidé de se revoir très vite pour faire un premier point concernant les négociations.</p>
<p style="text-align: left;">Mais juste pour la petite phrase, Monsieur Watkinson m&#8217;a juste : &#8220;On a besoin que les ONG et ceux qui nous suivent nous mettent la pression, car nous avons vraiment besoin d&#8217;élever le niveau des ambitions&#8221;. C&#8217;est dit, et il n&#8217;y a pas de souci, c&#8217;est même la raison de notre présence à tous !</p>

C&#8217;est ici que l&#8217;ensemble de l&#8217;équipe va passer le plus clair de son temps à épier, suivre, écrire. Tout cela dans le but de préparer les questions les plus pertinentes et d&#8217;avoir un travail toujours à jour sur ce qu&#8217;il se passe dans les négociations. Il faut cependant rappeler que ce n&#8217;est pas ici que se passent les événements les plus importants, mais essentiellement dans les rencontres informelles qui se passent un peu secrétement et auxquelles nous n&#8217;avons malheureusement pas accès&#8230; Mais attention, ne pas y avoir ne veut pas dire que l&#8217;on ne sait pas ce qu&#8217;il s&#8217;y passe !</p>
