This morning ADP contact group was moved into the plenary, and apparently interventions became louder in the new location (and no, it wasn’t echo if you are wondering so).
Biggest issues were on:
- paragraph 2:
Decides that the protocol, another legal instrument or agreed outcome with legal force under the Convention applicable to all Parties shall address, inter alia, mitigation, adaptation including loss and damage, finance, technology development and transfer, capacity-building and transparency of action and support in a balanced manner.
Australia and Switzerland (the guy was quite resolute) said that Loss & Damage should be cut out from the text. Switzerland also mentioned were not happy having adaptation inside INDCs - similar statement from EU, however Europeans said they could be flexible on that as long as finance stays out.
- paragraph 6:
“Agrees that developed country Parties and other Parties in a position to do so will, in the context of the protocol, another legal instrument or agreed outcome with legal force under the Convention applicable to all Parties, mobilize and provide support for ambitious mitigation and adaptation action, especially for Parties particularly vulnerable to the adverse effects of climate change”
China, India, Saudi Arabia and Bolivia went crazy at the idea that efforts from developed countries would be compared to “those in a position to do so”. Many recalls were made that decisions should be made under the Convention.
- paragraphs 7, 9, 11, 13:

Reaching a valuable agreement here in Lima is crucial: postponing too much to Paris is a risk too big to be considered.

At 23.15, we’re still waiting for updates. A message appeared on screens says the President will provide more information by 23.30. Rumors say a session may resume by that time.
