Getting on the train to cancun. STATION India.

As you all know that after Copenhagen some of our negotiators have left us and some of the new ones have joined. Mr Dilip Sinha who is currently the Additional Secretary under the International Organisations and Environmental Diplomacy in the Ministry of External Affairs ministry for the Government of India.
He has done his degree in political science from Dibrugarh and before taking on this position he has been serving as India’s Ambassador to Athens .
It has been just eight months for him in this processand he took the floor very confidently today at the LCA plenary stack taking. The pointers that the chair floated as the possible elements for the Copenhagen outcome were reviewed thoroughly by the Indian Delegation
They made the following intervention
1. For the current working of the contact groups India was happy and encouraged the same working greoup to continue.
2. He said that the elements of the possible outcome should emerge from the very same groups or from the text.
3. He defined clearly that the outcome should be BALANCED ie in both the tracks that is the LCA and the KP and hoped that the chair had made a typing mistake and that the document given was only an expected outcome in the LCA. Also it should be a comprehensive deal consistent with the Bali Action Plan and the convention itself.
4. He also mentioned that the discussion on unilateral trade measures was crucial element to be discussed for shared vision.
5. In relation to 1 b 3 which is basically about the REDD he said that it was progressing well and that India is pushing for afforestation and sustainale forest management.
6. He also felt that discussions pertaining to the agricultural sector is not mature enough yet.
7. The last point that he made was pertaining to Bunker fuels, where he felt that since the bunker fuels are part of KP they should be left there.
So it is interesting that the train to Cancun has started and how many boogies would make the final deal and what role India will play in all this.
