A Tale of Two Tracks

The two texts for the the Long Term Cooperative Action (LCA) track and the other for the Kyoto Protocol (KP) will be released and reviewed this weekend to “take stock” of progress. The draft text for LCA came out at 3:00 pm today, which was trimmed down to a wieldy 32 pages and here is a summary to date.
The LCA text reviews main components of the balanced package including: reducing emissions from deforestation in developing countries (REDD), finance, capacity building, nationally appropriate mitigation strategies for developing countries, and more. Soon we will enter the stock taking session to review what countries think of this draft text, although I can anticipate from a preliminary review that there will be areas contention (pages 16 and 17 of the draft text outline varying proposal for the “trustee” of a global climate fund, ranging from an open bid procedure to default World Bank trusteeship). You can see the online text for the LCA text here. This paper elaborates on some key issues of agreement and outlines areas for further negotiation next week.
The EU believes an agreement and balanced package can, however, be reached. Grenada, speaking on behalf of AOSIS, says the text lacks ambition. Lesotho, on behalf of LDCs are hoping to see more agreement for a second commitment period. Bolivia states the draft text is not balanced, and unacceptably neglects human rights and attempt to omit the Rights of Indigenous peoples. In our meeting with Mr. Saint Jacques this morning he said that the fate of the outcome is elusive; it still remains to be seen if we will reach a balanced outcome. According to our lead negotiator, there seems to be “movement towards a clear legally binding agreement” on the issues of adaptation, technology tarnsfer, and finance.
This paper now contains options for long term and fast track finance, and information on the establishment of a climate fund.
The Kyoto Protocol negotiations are also underway, and Canada has been the subject of considerable criticism for it’s position on the second commitment period.
