Daily Tck – December 4th

Every day during the Cancun climate talks, The TckTckTck campaign hosts an open meeting for people to discuss areas of concern and opportunity, and for people & organizations to collaborate on taking action. The following is based on that meeting.

Summary of the Current status/situation
We are right in the middle and a key issue at the fore in the negotiations remains the 2nd commitment period of the Kyoto Protocol and the need for developed countries to inscribe their pledges. Japan wasted no time on Monday declaring their lack of support for Kyoto and its 2nd commitment period as a “red line” however; we see some cracks in what appeared to be a closed door which observers believe could be pushed open to inject some positive momentum in support of the Kyoto talks. Despite Russia’s brutal and deadly window into what climate change could have in store for their country, they along with Canada find themselves quite happily standing behind the fig leaf Japan has provided for them. Japan, Russia and Canada, however are isolated as a trio of retrograde governments.
On a more progressive side we have the eight ALBA bloc of countries (Antigua and Barbuda, Bolivia, Cuba, Dominica, Ecuador, Nicaragua, Saint Vincent and the Grenadines and Venezuela) who are very committed to the Kyoto Protocol and insist that Annex I countries take on 2nd period commitments and are also stating their own “red lines”.
However declaring “Red Lines” at this stage is extremely unhelpful. It is worth telling governments here that these are “negotiations” which require compromise and commitment not ‘dog in the manger’ tactics. Ministers are due to meet tonight over dinner with the Mexican Chair expected to provide a briefing.
While the discussion on legal form never fails to deliver drama in the climate talks, the tck campaign and its partners have not forgotten the critical elements including finance, deforestation and the measurement, review and verifications (MRV) that will be important foundations to an eventual deal. We will all be using everything we have at hand here and out there where you all are to ensure that we put Ministers’ feet to the fire on these essential issues over the coming week.

Message for the day
After one week of talks negotiators have everything they need on the table to agree breakthroughs on some of the crucial building blocks that would give us the basis for a more comprehensive climate deal in Durban, South Africa next year. Most parties are trying to be productive and negotiate in good faith. Those blocking progress on crucial issues - like Japan, Canada and Russia on the future of the Kyoto Protocol - need to shift or be isolated.
However, there is a serious risk of undermining the environmental integrity of the Cancun outcome, as some parties seem to confuse attempts at reaching compromise with agreement on the lowest common denominator. Let’s put the Can in Cancun and deliver the breakthroughs that are definitely doable and bring us closer to an effective global response to climate change - a new climate fund, a deal to stop deforestation, agreement on technology cooperation. A race to the top not the bottom; a race to the future.
People all over the world take action and demand action, and negotiators must bring the same spirit to the table in the second week and show the leadership that matches the challenge.
