关于中国碳交易市场/China Carbon Market

从大会的第三天开始，边会中很大一部分内容是涉及碳交易市场的。以第三天晚上7点到9点的中国碳交易（China Carbon Trading）这一场为核心，陆陆续续展开了关于方法学，核准等各种各样的边会。 周三晚的这个panel阵容绝对强大， panelist包括CDM的EB主席Clifford，发改委气候司副司长王庶，发改委能源所副所李俊峰（moderator），天津环境交易所（Tianjin Ex）的负责人，北京环境交易所负责人（Beijing Ex）梅德文，上海环境交易所负责人（Shanghai Ex）林建，国电能源所的蒋丽萍。由于panelist的强大阵容吸引了各国代表团代表，媒体，NGO等人员来听会，会场被挤的水泄不通。王庶谈到最近中国CDM的困难基本上归于是DOE数量少，EB对DOE要求越来越高，2012后政策不明朗。谈到中国碳交易市场，王庶表明中国主要学习EU ETS的经验。并且发改委逐步摸索建立中国自己的碳交易市场暂行管理规定。 天津Ex的负责人说到他们会开设试点行业和试点地区进行碳交易，例如她提到5省8市，提到电力行业，并且提到要从CDM借鉴经验逐渐演变到碳交易市场。这点后来被蒋丽萍纠正，说碳交易市场不应该从CDM演变。个人来说我同意这点，CDM是一种以政策为导向（policy-driven）的产品，碳交易市场要想存活的长久并发挥巨大价值必须是以市场为导向的（market-driven）从这点看，CDM和碳交易市场还是存在理念上的差别的，当然在方法学等技术问题上会有很多可以相借鉴的地方。其次，蒋丽萍还提到，虽然起建的碳交易市场是国内的，但终究是要和国际市场接轨。个人认为这是必然的趋势之一。起步阶段就接轨会带来很多问题，在起步阶段，中国的碳交易市场是需要保护也需要时间成长的。 出于对中国碳市场的高度关注，我对panelist提出了如下问题 “From GCCA, first thank you for all the panelists and thank you for your great speeches.
