关于中国碳交易市场/China Carbon Market

从大会的第三天开始,边会中很大一部分内容是涉及碳交易市场的。以第三天晚上7点到9点的中国碳交易(China Carbon Trading)这一场为核心,陆陆续续展开了关于方法学,核准等各种各样的边会。 周三晚的这个panel阵容绝对强大, panelist包括CDM的EB主席Clifford,发改委气候司副司长王庶,发改委能源所副所李俊峰(moderator),天津环境交易所(Tianjin Ex)的负责人,北京环境交易所负责人(Beijing Ex)梅德文,上海环境交易所负责人(Shanghai Ex)林建,国电能源所的蒋丽萍。由于panelist的强大阵容吸引了各国代表团代表,媒体,NGO等人员来听会,会场被挤的水泄不通。王庶谈到最近中国CDM的困难基本上归于是DOE数量少,EB对DOE要求越来越高,2012后政策不明朗。谈到中国碳交易市场,王庶表明中国主要学习EU ETS的经验。并且发改委逐步摸索建立中国自己的碳交易市场暂行管理规定。 天津Ex的负责人说到他们会开设试点行业和试点地区进行碳交易,例如她提到5省8市,提到电力行业,并且提到要从CDM借鉴经验逐渐演变到碳交易市场。这点后来被蒋丽萍纠正,说碳交易市场不应该从CDM演变。个人来说我同意这点,CDM是一种以政策为导向(policy-driven)的产品,碳交易市场要想存活的长久并发挥巨大价值必须是以市场为导向的(market-driven)从这点看,CDM和碳交易市场还是存在理念上的差别的,当然在方法学等技术问题上会有很多可以相借鉴的地方。其次,蒋丽萍还提到,虽然起建的碳交易市场是国内的,但终究是要和国际市场接轨。个人认为这是必然的趋势之一。起步阶段就接轨会带来很多问题,在起步阶段,中国的碳交易市场是需要保护也需要时间成长的。 出于对中国碳市场的高度关注,我对panelist提出了如下问题 “From GCCA, first thank you for all the panelists and thank you for your great speeches.
