“Vengo a adoptarla” / “I’m here to adopt you”

Soy un tipo afortunado.
Ayer me encontré con el mismísimo presidente del Gobierno (o a alguien parecido) y le advertí de que estaba rastreando a la delegación española en la conferencia de Barcelona. Esta mañana, incluso antes de que comenzasen las reuniones oficiales, he conseguido colarme en una reunión privada con Teresa Ribera, Secretaria de Estado de Cambio Climático.
Se trataba de un encuentro con algunas ONGs españolas, y gracias al chivatazo de una de ellas (mantendremos su identidad en secreto), me he presentado allí.
Como el chivatazo ha llegado algo justo de tiempo, he entrado en la sala de reuniones con retraso y algo sobresaltado. Los asistentes se han girado preguntándose quién era ese barbudo de la camiseta roja, y sólo he podido presentarme ante Teresa con un: “Hola, soy Ferran, vengo a adoptar a un negociador”.

Tras las explicaciones pertinentes y unas cuantas risas, la reunión ha continuado. Había muchos temas sobre la mesa. El primero, el anuncio de ayer de Ma Teresa Fernández de la Vega de otorgar 100 millones de euros adicionales para que los países en desarrollo se adapten al cambio climático. La cifra es llamativa, pero analizada un poco a fondo deja bastante que desear.
Sólo para que os hagáis una idea. La Unión Europea (UE) ha calculado que son necesarios 100.000 millones de euros anuales para hacer frente al cambio climático. Muchos ya consideran que el punto de partida es demasiado bajo, pero tomémoslo como ejemplo. De esos 100.000 millones, la UE cree que hasta la mitad de ellos deberían provenir de fondos públicos. Y de esa mitad, 50.000 millones, se calcula que el pago de la UE podría ser de hasta 15.000, tirando por lo alto.
Que España anuncie ahora 100 millones de euros adicionales repartidos en tres años, cuando en la UE se reconoce la necesidad de cuantías mucho más elevadas, y cuando sabemos que, incluso así, la propuesta inicial tiraba por lo bajo, no deja mucho margen de celebración.
Aún así, Teresa Ribera nos contaba esta mañana que no se trataba de una declaración publicitaria. Según ella lo ve, España está siendo uno de los miembros más activos dentro de la Unión Europea en cuanto a avanzar en el tema de la financiación. Y aunque muchos consideremos que están trabajando en base a cifras demasiado bajas, como mínimo están pronunciándose sobre ello. Para la delegación española, sea mucho o poco, lo importante es establecer una cifra inicial sobre la que empezar a trabajar. Quizá es demasiado tarde dado lo que queda para Copenhague, pero esperemos que las delegaciones se pongan a ello.
Siguiendo con la financiación, hay algo más de la postura española que he sacado en claro de la reunión de esta mañana. La UE aún no se ha pronunciado sobre una cuestión: si el dinero que está dispuesto a aportar para paliar el cambio climático sería “nuevo” o se desviaría de los compromisos de ayuda existentes. Para que nos entendamos, si los fondos para salvar el clima van a salir de los que ahora debíamos invertir en construcción de escuelas y hospitales en el Sur.
Aunque no hay nada oficial al respecto, parece que Teresa parecía decantarse por que sea “dinero nuevo”. Y aún mejor, un dinero que debería sumarse al que ya se debe, pues primero España debería cumplir su acuerdo de llegar al prometido 0,7% de ayuda al desarrollo, para luego añadir más recursos adicionales para paliar el cambio climático.
Esa parece la postura del Ministerio de Medio Ambiente y según me comentan, también sería la de Asuntos Exteriores y Cooperación, Faltará, como siempre, que la Moncloa dé el último paso. Siendo España el país anfitrión de esta ronda de negociaciones, estaría bien que trabajase a fondo para impulsar esta y otras cuestiones.

I’m a lucky guy.
Yesterday I met the prime minister himself (or someone similar) and warned him that I was tracking the Spanish delegation at the conference in Barcelona. This morning, even before the formal meetings began, I managed to sneak in a meeting with Teresa Ribera, Secretary of State for Climate Change.
It was a private meeting with NGOs, thanks to the tip-off from one of them (I will keep secret his/hers identity), I appeared there. I entered the meeting late and a bit shocked. The attendees rotated wondering who was this bearded guy in a red shirt, and I’ve only been able to say: “Hi, I’m Ferran, I’m here to adopt a negotiator.”
After appropriate explanations and a few laughs, the meeting continued. There were many issues on the table. The first, yesterday’s announcement of Ma Teresa Fernandez de la Vega to give additional 100 million euros for developing countries adapt to climate change. The figure is striking, but some thoroughly analyzed leaves something to be desired.
Just to give you an idea. The European Union (EU) has estimated that 100,000 million needed per year to tackle climate change. Many now believe that the starting point is too low, but let’s take it as an example. Of those 100,000 million, the EU believes that up to half of them should come from public funds. And of that half, 50,000 million, an estimated payment of the EU could be as high as 15,000, pulling from the top.
Spain announce now that an additional 100 million of euros over three years, when the EU recognized the need for much higher amounts, and when we know that, even so, the initial proposal was pulling in a low, does not leave much for celebration.
Still, Teresa Ribera told us this morning that it was not a publicity statement. As she sees it, Spain is still one of the most active members within the European Union regarding advancing the issue of funding. As seen, though many consider that they are working based on figures too low, at least they are acting on it. For the Spanish delegation, whether large or small, the important thing is to establish an initial figure on which to start work. Maybe it’s too late, given what is left for Copenhagen, but we hope that delegations are made to it.
Following the financing, there is something else I have got clear of the meeting this morning. The EU has not yet ruled on the question: if the money you are willing to contribute to tackling climate change would be “new” or be diverted from existing aid commitments. This means that the funds to save the climate change could come out of the ones we should invest in building schools and hospitals in the South.
Although there’s nothing official about it, it seems that Teresa is decanted for the “new money” option. And even better, money that should be added to that already must therefore first Spain should fulfill its agreement to reach the promised 0.7% of development aid, and then add additional resources to mitigate climate change.
That is the position of the Ministry of Environment and as I discussed, it would be that of Foreign Affairs and Cooperation, lack, as always, that the final step of the Moncloa. Since Spain is the host of this round of negotiations, would be good to work hard to promote this and other issues.
