Il tempo passa. Time is running out
La plenaria del ADW-LCA oggi è stata molto interessante; durante il gruppo di contatto sulla visione condivisa sull’azione cooperativa di lungo termine quasi tutti i paesi hanno effettuato le loro dichiarazioni su quali dovrebbero essere gli obiettivi per attenuare l’impatto dei cambiamenti climatici.
Non ho assistito all’inizio della seduta perché fuori dal centro conferenze dell’ ONU c’era una grande manifestazione con alcune migliaia di persone che chiedevano provvedimenti reali ed immediati contro i cambiamenti climatici, e io non potevo non andare li in mezzo e documentare!
Ma dal momento che sono entrato nella plenaria ho sentito nell’ordine:
1) Giappone, che riteneva opportuno una riduzione delle emissioni globali di almeno il 50% entro il 2020.
2) Peru, che affermava che i paesi sviluppati diminuissero le loro emissioni del 45% entro il 2020 e del 99% entro il 2050.
3) USA, che dicevano che il loro obiettivo è di essere il linea con quanto convenuto durante il G8, ovvero di ridurre le emissioni dei paesi partecipanti al G8 dell’80% per il 2050.
4) Costarica, Guatemala e Panama, che chiedevano una riduzione globale del 95% entro il 2050, e di rimanere sotto i 350 ppm di Co2 nell’atmosfera
5) Sud Africa, con una riduzione del 40% nel 2020 e 80% nel 2050.

Io mi fermo qui, ma potrete capire come sia andata avanti la sessione.
Voi direte: “ottimo, ogni paese ha dichiarato la propria visione su quali siano gli obiettivi da perseguire!”.
Ottimo si, se fosse stato il primo giorno dei negoziati, ma non quando il conto alla rovescia per Copenhagen segna quasi -60 giorni! La sessione del gruppo di contatto sulla visione condivisa è stato un ottimo esercizio per rinfrescare la memoria delle persone, e senza dubbio incredibile per chi si trovasse ad affrontare questi argomenti per la prima volta. Ma per i delegati?
Dal mio punto di vista non si può utilizzare quasi due ore, considerando che abbiamo sempre meno tempo a disposizione per raggiungere un accordo, semplicemente elencando dichiarazioni di cui tutti sono praticamente già a conoscenza!
Ragazzi, diamoci una mossa! Tutti sanno che cosa vorreste per il 2020 e per il 2050, ora fateci vedere che cosa vorreste per il 2009!

The today’s session of the ADW-LCA in the plenary was very interesting; during the contact group on a shared vision for the long term cooperative action nearly all countries or blocks have made their statements on what should be the targets and goals to mitigate the impact of climate change .
I didn’t attend the first part of the session because outside of the UN conference centre there was a great rally with thousands of people demanding real and immediate action against climate change, and I had to go there and report!
But since I walked in the plenary I heard in this order:
1) Japan, considering a reduction in global emissions by at least 50% by 2020 as an appropriate target.
2) Peru, which stated that the developed countries should reduce their emissions by 45% by 2020 and 99% by 2050.
3) U.S., saying that their target, and not goal, is to be in line with what was agreed at the G8 summit - to reduce the emissions of G8 countries by 80% in 2050.
4) Costarica, Guatemala e Panama, asking for a global reduction by 95% by 2050, and to stay below the 350 ppm Co2 in the atmosphere.

I stop here, but you can easily understand how the session has continued.
You might say: “very good, indeed, every country has declared its vision on what are the goals to anchieve.”
Yeah, great! If it was the first day of negotiations, but not when the countdown to Copenhagen marks almost -60 days! The session of the contact group on a shared vision was a good exercise to refresh people’s memories, and certainly unbelievable to those who are getting interested in climate change and are facing these issues for the first time. But for the delegates?
In my point of view, with less and less time ahead to get and agreement, it can not be spent almost two hours simply reading statements which all the people who are working in this issue already know!
From my point of view, when we have so little time to reach an agreement, we should not waste time simply reading more statements when clearly all of the people working on this issue already know the positions of each of the countries.
People, Lets move on! Everyone knows what you would like for 2020 and for 2050, now let’s see what you would like for 2009!
