Falsa partenza? False start?

Il tempo passa e Copenhagen si avvicina. Per la strada troviamo ancora gli ultimi giorni di Bangkok, una settimana a Barcellona e poi ci saremo. Ma basta passare un giorno dentro il centro conferenze per rendersi conto che ci avviciniamo sempre più al fatidico appuntamento. Si vede dalle cose piccole o grandi che siano.

Le manifestazioni al di fuori delle sedi dei negoziati aumentano pian piano di intensità (quella di ieri contava già circa 4000 persone), e continueranno a farlo con il passare dei giorni.

Lo si respira nei corridoi, dove i negoziatori sembrano molto più affaccendati rispetto le sessioni precedenti, anche gran parte dei paesi ancora non escono allo scoperto tramutando le loro proposte in numeri, come ad esempio sui tagli delle emissioni o sui soldi per l’adattamento ai cambiamenti climatici dei paesi in via di sviluppo, e probabilmente tutto questo accadrà solamente negli ultimi giorni di Copenhagen.

Come già scritto alcuni giorni fa l’atmosfera è pesante, e non solo per le condizioni atmosferiche o ambientali che qui sono completamente diverse da molte altre aree del mondo. Si vive una strana pressione, ed in un certo modo anche io ne sto pagando le conseguenze dato che non sono mai stato al 100% durante queste prime due settimane (anzi direi neanche il 70%), e cosi come me anche una buona parte degli altri tracker.

Siamo quasi tutti stanchi, lo eravamo già dai primi giorni, ma il nostro compito qui è importantissimo. Non siamo essenziali per il processo come i negoziatori, ma aiutando ad assicurare una trasparenza nel processo di sicuro non siamo da poco.

Si va avanti, e se fino ad alcuni giorni fa le cose sembravano neanche andare troppo bene dal punto di vista dei negoziati, quindi neanche si aveva un senso di soddisfazione, oggi ho avuto l’impressione che le cose cominciassero a cambiare – sebbene io continuo a sentirmi malaticcio.

Durante il sottogruppo sulla mitigazione riguardo alcuni passaggi del Piano di Azione di Bali (BAP-Bali Action Plan) l’Unione Europea ha concluso la sessione con queste parole: “Domani è tempo di parlare di sostanza”.

Ebbene sì, coloro che in questi negoziati si stanno dimostrando campioni di retorica concludono la riunione con questa frase, come dire basta con le chiacchiere, passiamo ai fatti.. ma sarà anche questa retorica?

Per ora i fatti sono chiari e davanti gli occhi di tutti; negli ultimi anni sempre più paesi stanno sperimentando sulla loro pelle fenomeni atmosferici di una violenza mai registrata prima, stabilendo continuamente record come la maggior alluvione mai registrata nella storia (vedi Filippine proprio in questi giorni), la peggiore siccità mai registrata prima (vedi Australia alcuni anni fa), etc.

Basta anche guardare nel proprio cortile di casa (Italia), senza scomodare paesi così lontani da noi.

Speriamo domani si cominci davvero a parlare di sostanza!

False start?

Time is passing by and the COP15 is getting closer. On the road to Copenhagen there are still a few days here in Bangkok, a week in Barcelona and then here it comes. But you need to spend just one day inside the conference centre to realize that we get closer and closer to that crucial meeting. It can be seen from the details, little and big details.

The demonstrations outside the UN conference centres rapidly increase in intensity (yesterday there were already about 4,000 people), and they will continue to increase in time.

You can breath a different air in the corridors where the negotiators seem to be much more busy than in the previous sessions, although most countries still do not translate yet their proposals into numbers, such as on cuts in emissions, or about money for adaptation to climate change in developing countries – and probably this will happen only in the last days in Copenhagen.

As already written a few days ago, the atmosphere is heavy, and not just for the weather or the environment around this meeting. There is a different pressure, and in some ways it is reflected on me (and also some of the other trackers) as well, as I was never in a good shape during these two weeks.

Most of us are really tired, and we were already in the early days, but our task here is very important. We are not essential to the process as the negotiators, but helping to ensure transparency in the process it is also an important role.

It is moving, and if negotiations were not going too well up to a few days ago, today I got the impression that things began to change - although I am still sickly.
During the sub-group on mitigation under the Bali Action Plan (BAP-Bali Action Plan), the European Union concluded the session with these words: “Tomorrow it is time to talk about substance.”

Yes, those who in these negotiations are proving to be champion in rhetoric have concluded the meeting with this statement.. what if this it will be rhetoric as well?
For now, the only facts are that in recent years more and more countries are experiencing on their skin violent atmospheric phenomena, continually setting records as the largest flood recorded in the history of a country (see Philippines in these days), the worst drought (see Australia some years ago), etc..

We don’t need to check out other countries anyway, lets just take a look at our backyard (Italy).
Hopefully, as the EU said, tomorrow we really started to talk about substance!

    Speriamo, come tu affermi, che da domani si cominci a parlare di sostanza. Seguo attentamente la conferenza con la speranza che qualche cosa cominci a cambiare e che ci si renda conto che ormai è già tardi. Speriamo bene!!!!!
